Why doesn't ... ?

[The answer to that has many reasons. First when Pa West developed it developed Clubs First then the states association made Leagues each club was made responsible for fields for its own home games. In other states Leagues developed first and then clubs where developed from the teams entering into the league. In this case the leagues either built fields or they scheduled fields to be used in any case they tended to use more single sites for games than the way PaWest  developed. However because of some logistical problems incurring now and getting worse in the future ( mostly dealing with referees) it is hoped that more and more games will be c entrally scheduled to help release pressure on limited referee numbers. ]
